EPREL (European Product Registry for Energy Labeling) system registration (EU Energy Labeling Product Registration) time node:
1) After January 1, 2019, products within the scope of the EU Energy Efficiency Label Authorization Act need to be registered in the EPREL system (EU Energy Efficiency Label Product Registration) by suppliers (manufacturers, importers, or their authorized representatives) before entering the EU market.
2) Products that entered the European Union between August 1, 2017 and January 1, 2019 need to complete registration in the EPREL system (EU Energy Efficiency Label Product Registration) before July 1, 2019.
3) Customers can choose to voluntarily register products that entered the European Union before August 1, 2017. The information that needs to be registered in the database includes: energy efficiency labels, technical information, and compliance certificates.
The product range that needs to be registered is as follows:
Air conditioning, fans, kitchen cooking appliances, dishwashers, heaters, lighting fixtures, light bulbs, local space heaters, household refrigeration equipment, specialized refrigeration equipment, solid fuel boilers, televisions, monitors, drum dryers, tires, vacuum cleaners, residential ventilation equipment, household washing machines.
Starting from the second quarter of 2019, consumers can access product energy efficiency labels and information through the EPREL database.
Example:
The registration of energy efficiency labels first requires the announcement of the energy efficiency report issued by the institutional qualification laboratory, and then the creation of an EU login account in the European Union EPREL. It should be noted that companies from non EU countries cannot directly register with the official authorities, and they need to designate an authorized representative within the European Economic Area, who is the European representative, to act as their agent for product registration.
Energy efficiency registration has three roles:
Manufacturer: Any natural or legal person established in the European Union, the European Economic Area, or Northern Ireland is responsible for designing or manufacturing products and placing them on the EU market under their own name or trademark. The manufacturer is directly responsible for registering each different model of product launched in the EU market in the database.
Importer: A natural or legal person established in the European Union, the European Economic Area, or Northern Ireland places products from third-party manufacturers on the EU market. Its obligations are based on the manufacturer's obligations.
Authorized Representative: A natural or legal person established in the European Union, the European Economic Area, or Northern Ireland, designated by a third-party manufacturer (not in the European Union, the European Economic Area, or Northern Ireland), who registers different models of products on their behalf in the database for market launch. The authorized representative is a legal or independent natural person from the manufacturer.
In addition, EPREL registration cannot be done by individuals, it must be a company organization, and within Europe, a company organization can bind and register with multiple other organizations.
After filling in the general information, the supplier needs to conduct electronic verification, such as ORGANISATION>Verification>Electronic Verification
Update of energy efficiency labels:
In 2021, five product groups were reorganized: refrigerators and freezers; Dishwasher; Washing machines and laundry dryers; Display, TV; Lighting fixtures.
Products registered by unverified supplier organizations will be released to the public, and scanning can also access the QR codes on these product labels or enter EPREL IDs on public websites. However, the released products from unverified suppliers will not appear on public websites when consumers search, which also means that consumers will not see your product registered for energy efficiency and there is a risk of complaint.

Ecodesign requirements
The ecodesign requirements for individual product groups are created under the EU's ecodesign directive in a process coordinated by the European Commission. The EU legislation on ecodesign is applicable on 31 of the product groups.
As an alternative, industry sectors may also sign voluntary agreements to reduce the energy consumption of their products. The Commission formally recognises such agreements and monitors their implementation.
The ecodesign directive also establishes a consultation forum to consult stakeholders on the implementation of the directive. The list of members includes representatives from EU countries, industry and civil society. The group is open for observers from candidates and European Free Trade Association (EFTA) countries, and from organisations that have a legitimate interest in the discussion.

Energy labelling framework
The energy labelling requirements for individual product groups are created under the EU's energy labelling framework regulation, in a process coordinated by the European Commission. 15 of the product groups require an energy label.
Companies can create their own labels for energy efficiency using a range of labelling tools.
