On December 29, 2022, the National Standardization Administration of the State Administration for Market Regulation issued GB 17625.1-2022 "Electromagnetic Compatibility Limits - Part 1: Harmonic Current Emission Limits (Input Current per Phase of Equipment ≤ 16A)". This mandatory standard will be officially implemented on July 1, 2024 and will replace GB 17625.1-2012.
The update of this standard has a significant impact on the mandatory product certification of household and similar equipment (07), electronic products and safety accessories (08/09), and lighting appliances (10). Since the release of the standard, the technical differences and certification requirements of the new standard have attracted great attention from enterprises. This article focuses on electronic products and safety accessories (08/09), and summarizes the technical resolutions and regulatory requirements of the standard version change.
Standard Interpretation
1. Main technical changes
The TC10 technical expert group of the National Certification and Accreditation Administration has issued a technical resolution on the implementation of the GB 17625.1-2022 standard version change certification (hereinafter referred to as the technical resolution), mainly updating the technical content to cover the testing conditions of multi-functional equipment, television receivers, information technology equipment (ITE) testing conditions, and external power sources.

For multifunctional devices, the new standard requires that all functions of the product can meet the corresponding limit requirements:
① For products that can be tested independently for each function, it is necessary for each function to meet the limit requirements in order for the equipment to meet the standard requirements.
② For products that cannot run each function independently, the strictest limit requirements must be met under the condition that all functions are turned on simultaneously in order for the device to meet the requirements.
③ Compared to other functions, a certain function of the device can be significantly regarded as the main function of the device. The device can be tested while all functions are turned on at the same time, and compliance can be determined using the limit values of its main functions. For example, a refrigerator with a TV screen on its door still has cooling as its main function.
1.2 Test conditions for television receivers (Appendix B.2)
The new standard has changed the test conditions for television receivers, making them more suitable for the configuration of performance parameters for current televisions. The changes are mainly reflected in brightness adjustment, volume adjustment, energy-saving functions, and other aspects. It should be noted that this standard update does not require supplementary testing of the TV receiver function, only supplementary testing of the TV product in its ITE state (if any).
1.3 Test Conditions for Information Technology Equipment (ITE) (Appendix B.10)
Editorial changes have been made to the general testing conditions of information technology equipment to make specific requirements clearer and clearer, and this clause does not involve version replacement or supplementary testing.
1.4 External Power Supply (Appendix B.17)
Detailed classification of external power sources (EPS), with different types of power sources having different testing requirements:
① For EPS designed for a specific model of equipment, it should be tested together with the specific model of equipment according to the specific test conditions for the equipment;
② For EPS designed for non-specific equipment models, tests should be conducted using loads or simulated loads that are similar to the equipment performance specified in the operating instructions. The EPS manufacturer should specify in the operating instructions which types of equipment can be powered, and the types of powered equipment should be classified according to Chapter 5. EPS should meet the limit requirements of the corresponding classification.
2. Time requirements
According to the new standard version change announcement from the CCC certification authority, enterprises need to complete the CCC certificate version change work for the new standard GB 17625.1-2022 according to the following time requirements:
① Before June 30, 2024, the certification client may voluntarily choose to implement certification based on new or old standards;
② Starting from July 1, 2024, new standards will be adopted for certification and new standard certification certificates will be issued, and old standard certification certificates will no longer be issued;
③ Products certified according to the old standard should complete the version change work before the end of the first tracking inspection after the implementation date of the new standard (i.e. July 1, 2024);
④ All old standard certificate conversion work should be completed by June 30, 2025 at the latest. Certification certificates that have not been converted within the deadline will be suspended; Certification certificates that have not yet completed conversion on September 30, 2025 will be revoked;
⑤ For certified products that have already left the factory, been put on the market, and are no longer in production before July 1, 2024, there is no need for certificate conversion.
It should be noted that GB 17625.1-2022 "Electromagnetic Compatibility Limits - Part 1: Harmonic Current Emission Limits (Input Current per Phase of Equipment ≤ 16A)" is a national mandatory standard. According to the relevant provisions of the Standardization Law of the People's Republic of China and the Product Quality Law of the People's Republic of China, products that do not meet the mandatory standards shall not be produced, sold, or imported from the date of implementation of the standard (i.e. July 1, 2024), Otherwise, you may face punishment.
